The CRA is an information system capable of informing about and directing the citizens through the correct administrative channels in order to receive appropriate public services.

The CRA serves as an entrance door to all public institutions and provides general administrative information on these, in french or creole, to users who request it either by phone (8674) or Internet The system provides as well the location and estimated costs of services sought, a mean to reduce corruption towards service seekers.

Promoted by the Office of Management and Human Resources and supported by the Ministry of Economy and Finance (MEF), the CRA is financed by the Inter-American Development Bank (IADB). It is part of the various efforts put forward by the Haitian government to modernize its administration in order to improve relations between citizens and the state. The CRA can also be viewed as another way to promote administrative decentralization of the country and strengthen governance and democracy.
